Kabir Darshan Singh

Kabir is a Technology Lawyer currently practicing as a Senior Counsel at the Wikimedia Foundation, the organisation that hosts Wikipedia. He serves as a legal advisor to global NGOs working on internet freedoms. With nearly a decade of experience in technology law and policy, he has dedicated his career to preserving an open and safe Internet. Driven by a passion for understanding technology's impact on society, Kabir became a citizen journalist at 18, mobilising fellow students to resist state-led Internet censorship.

Post-law school, he worked as a legislative aide to a Member of Parliament, Mr. Jagdambika Pal (Lok Sabha), where he authored private member bills and parliamentary questions on intermediary liability, Internet shutdowns, and decriminalisation of defamation. Thereafter, he represented large technology companies and start-ups at India's leading law firms- Nishith Desai Associates and Trilegal, specialising in technology, media and telecommunications. His practice covers emerging legal issues like content moderation, privacy, digital identity, and open source.

At Wikimedia, Kabir works to ensure that Wikimedia's projects remain free and accessible to all. He develops litigation strategies for cross-border disputes and government engagement on issues concerning content moderation, online censorship, data protection, and Wikipedia user rights. He authored Wikipedia's legal framework for regulating anti-terrorist content and represents Wikimedia before the Global Internet Forum to Counter Terrorism. Currently, he leads the Foundation's initiatives for keeping Wikipedia accessible in different countries like Portugal, India, and Russia.

Kabir holds a B.A.LL.B. (Honors) from Jindal Global Law School, India, and an LL.M. from Stanford Law School. He is licensed to practice law in India and New York.
