David Ninan
David Ninan is a lawyer, policy professional, and entrepreneur with a strong interest in how law, institutions, and leadership shape cross-border relationships. His experience spans legal practice, government, and strategy-focused roles, with a consistent focus on complex decision-making, accountability, and building public trust.
Having lived and worked in Australia’s Northern Territory for over 20 years, David brings a grounded perspective shaped by experience in remote and regional contexts, including engagement with First Nations communities. This background has reinforced his emphasis on culturally informed communication, adaptive leadership, and an understanding of how policy and institutions function beyond major centres.
As a New Colombo Plan Scholar with experience in Hong Kong, he has developed a deep interest in the Indo-Pacific, particularly in the intersection of law, economics, and diplomacy. His work and interests include cross-border disputes and arbitration involving states and entities operating across jurisdictions.
As an Australian and an Overseas Citizen of India, David brings both a personal and professional connection to the Australia–India relationship. His lived experience across different legal and cultural systems informs his focus on building trust across borders and enabling leadership that can navigate complex institutional environments.
In parallel with his professional work, he has built technology-enabled business ventures, strengthening his practical, commercially minded, and action-oriented approach. He is driven by the challenge of translating complex ideas into meaningful, real-world outcomes.
